The MAF is a
specialized rating instrument designed for the evaluation of managerial and
supervisory leadership performance. It is based on the ANPAS Leadership Scale,
which defines leadership competency as resting on eight key attributes
-

Briefly these attributes are (each is described more fully in the MAF
itself) -
Resilience
Refers to mental and emotional 'toughness', ability to cope with pressure,
criticism, setbacks, risks, etc. Willingness to take on difficult tasks and
unpleasant responsibilities.
Delegation
Refers to willingness to encourage subordinates and others to take on
responsibilities, providing emotional and psychological support, consulting and
listening, sharing information, recognizing the contributions of others.
Credibility
Refers to the ability to inspire trust and respect by being forthright, honest,
not prone to over-commitment, leading by example, showing consistency in speech
and actions, behavior and attitudes.
Strategic skills
Refers to the ability to think ahead, to remember the big picture even while
immersed in short-term problems, to be able make long-term plans, to perceive
emerging threats and opportunities and to identify what matters most.
Operational skills
Refers to the ability to run day-to-day operations, using personnel and
resources to best effect, and responding quickly to unexpected problems and
opportunities, being able to manage on-time and on-budget.
Decision skills
Refers to the ability to make appropriate well-informed decisions in a
timely manner, balancing competing needs, dealing with complexity and confusion,
and being decisive but not impulsive.
Adaptability
Refers to willingness and openness to change, and the ability to learn and adapt
in fluid situations, turning past mistakes to good use, knowing when to abandon
an established plan or goal for a better one.
Persuasiveness
Refers to the ability to motivate, persuade and galvanize others to a course of
action, even where arduous or unpleasant; and encouraging others to co-operate
and perceive their common interest or goal.
How the MAF is used
While managers and supervisors may require extra skills from time to time, the
eight key attributes are essential, at least to a moderate extent. If any of the
attributes is seriously lacking, success in workplace leadership roles is
unlikely to be achieved.
The ANPAS MAF generates a Management Appraisal Score that ranges from a low of 0
to a high of 32 points. Performance at the higher levels is associated with
strong levels of leadership. Most managers and supervisors fall in the Competent
band from 12 to 20 points.
The MAF is useful for identifying the different performance levels of managers
and supervisors. In turn, this can be used to identify employees who are, for
example, suitable for promotion or in need of training or intervention. As well,
the feedback given in the MAF can assist managers and supervisors to analyse
their own performance and seek to improve skills in areas that may be lacking.
